Our analysisIndex, 2015 = 100
Each municipality's annual development permit filings indexed to its own 2015 total at 100, so a city is compared with its own past rather than with a larger or smaller city.

What these indexes are not
Our analysisStated once, and repeated on every index page, because a number travels further than its context.
- Not a rating of any municipality. They measure published records. A city may hold a field internally and not publish it, and nothing here can see that.
- Not a rating of any development. No index scores, ranks or grades an individual application, project, site or firm. They operate on aggregates only.
- Not per-capita. Population has not been ingested, so a city is only ever compared with its own past — never with another city’s level.
- Not a forecast. Every value describes filings already recorded.
